About FIRST

Beijing Frontier Institute of Regulation and Supervision Technology(FIRST)
The Beijing Frontier Institute of Regulation and Supervision Technology (FIRST) is a social service organization (private non-enterprise unit) supervised by the Financial Services Commission Office of the Beijing Municipal Committee of the Communist Party of China (CPC), the Financial Working Commission of the CPC Beijing Municipal Committee, and the Beijing Municipal Bureau of Local Financial Regulation.

Building on the advantages accumulated by the Academy of Internet Finance, Zhejiang University and the International Business School, Zhejiang University in discipline construction, international development, and the integrated development of the government, industries, academia, schools, and the innovation field since the establishment in November 2014, FIRST has actively cooperated with Beijing to help the city build a fintech innovation hub with global influence. FIRST is dedicated to conducting frontier innovative theoretical research on the financial and regulatory technologies that are suitable for China's national conditions, publishing the "Global FinTech Hub Report", and enhancing the dual-scenario empowerment of "technology + regulation" and "technology + compliance" through the synergistic effects of "technology + finance + application". As the initiator of the Global FinTech Hub Network, FIRST establishes a platform for positive interaction among various entities, including regulatory agencies, industry associations, financial enterprises, technology companies, and research institutions, through international exchanges and collaborations, to create an ecosystem for regulatory technology and a developmental ecosystem for fintech.

Dr. Ben Shenglin is a professor and doctoral supervisor at Zhejiang University, Dean of ZIBS, and Dean of the Academy of Internet Finance of Zhejiang University (AIF). He also serves as Director of the International Monetary Institute of the Renmin University of China, President of Beijing Frontier Institute of Regulation and Supervision Technology (FIRST), and a member of the National Executive Committee of All-China Federation of Industry and Commerce. Additionally, he is an executive member of China Overseas Friendship Association, a member of the expert group of non-party intellectuals who provide suggestions of the United Front Work Department of CPC Central Committee, a Standing Committee member of CPPCC Zhejiang, and Vice Chairman of its Economic Commission. Moreover, he is a Counselor to the People's Government of Zhejiang Province, Chairman of Zhejiang Association of FinTech (ZAFT), a member of Guangdong Financial Experts Advisory Committee, and Executive Editor-in-Chief of China Journal of Finance. Dr. Ben has rich experience in the international financial industry, and his main research interests are fintech, entrepreneurial finance, international finance, and international business. Dr. Ben received his Bachelor's degree in engineering from Tsinghua University, a Master's degree in business management from the Renmin University of China and a Ph.D. in Economics from Purdue University. He also participated in relevant trainings at the Party School of the CPC Central Committee, the Central Institute of Socialism (CIS), China Executive Leadership Academy Pudong (CELAP), and INSEAD.
Zhang Ke is the Chairman and CEO of Blake Capital. He began his career at the Ministry of Foreign Trade and Economic Cooperation of China and has over 30 years of experience in prominent international financial institutions across the United States, Japan, Europe, and Asia. He has held executive positions at renowned organizations such as JPMorgan Chase & Co., DWS, Daiwa Securities, and Pacific Investment. Notably, from 2013 to 2015, he was elected three times in a row as the Chairman of the Asian Financial Cooperation Association in the United States. Additionally, he served as the former Chief Investment Officer of a large Chinese Fortune Global 500 company with mixed-ownership.
Yan Cui is an associate professor at ZIBS. He has extensive experience in international finance and served as the former President of the Harbin and Tianjin branches of JPMorgan Chase & Co. Additionally, he worked at the Beijing branches of Societe Generale, HSBC, and the First National Bank of Chicago, as well as the Tianjin branch of Credit Lyonnais. Moreover, he used to serve as a finance lecturer at Nankai University.

(600751), responsible for financial system construction and capital operations, with the qualification of Secretary of the Board of Shanghai Stock Exchange. With 11 years of experience in financial and industrial investment and financial management, he has led and participated in major projects such as the acquisition of HNA Group, the sale of Ingram Micro (worth over USD 6 billion), and the acquisition of Hilton Hotels & Resorts by HNA Group.
Deng Huibo has a Ph.D. in Finance and is a postdoctoral researcher in public management. He worked as Director of the Financial Research Institute of the Government and Economy Research Center at the National Academy of Governance, Assistant to the Director of the Organization Department of the Beijing Municipal Committee of the Communist Youth League, General Manager of the Strategic Development Department at the Bank of China Travel Service of China Tourism Group, and Vice President of Dexun Securities Consulting Company under the Shenzhen State-owned Assets Supervision and Administration Commission. He is also a Council Member of the Beijing Computer Federation and serves as the Vice Chair of the Expert Advisory Group for the China Primary Health Care Foundation under the National Health Commission.
