Report Compilation | EU’s Report EU Artificial Intelligence Ambition: Strengthened Governance and Targeted Investment

Editor’s Note: In May 2024, the European Union released an audit report on its AI development strategy titled EU Artificial Intelligence Ambition: Stronger Governance and Increased, More Focused Investment (hereinafter referred to as the "Report"). The Report evaluates the implementation effectiveness of the EU’s AI Coordination Plan (2018–2021), analyzes progress in building the AI ecosystem, and identifies challenges and policy gaps.
The Report acknowledges the EU’s global leadership in formulating AI strategies and regulatory frameworks, but highlights persistent implementation hurdles, including vague investment targets, insufficient intergovernmental coordination, delayed infrastructure development, and incomplete implementation of data-sharing and regulatory systems. Notably, inefficiencies in capital allocation, inadequate corporate financing support, and weak commercialization of research outputs have constrained the rapid growth of the EU’s AI industry. These findings offer valuable insights for China and other governments seeking to advance their AI sectors.
