In February 2024, the Carnegie Endowment for International Peace released a report titled Korea’s Path to Digital Leadership: How Seoul Can Lead on Standards and Standardization (hereinafter referred to as “the Report”). The Report points out that in the strategic competition among big powers, the United States and Europe attempt to prevent China from dominating global economic and technological development by establishing global standards for technologies and business processes. However, these countries are not the only players in standardization. Other countries, including South Korea, are developing standards for their local markets. As companies in these countries expand their global presence and advance technological innovations, they are becoming leaders, with the potential to enhance the global influence of local standards. The Report digs into South Korea’s experiences with standardization in the digital arena and compares them with the digital development paths of Malaysia and Japan, providing a decision-making basis and reference for other countries and regulatory authorities regarding digital development.
